Jill Wine-Banks is an MSNBC legal ana­lyst. She was the first woman to hold the positions of gen­er­al coun­sel of the U.S. Army, deputy attor­ney gen­er­al of Illi­nois, and EVP and chief oper­at­ing offi­cer of the Amer­i­can Bar Asso­ci­a­tion. A grad­u­ate of the Uni­ver­si­ty of Illi­nois and Colum­bia Law School, she lives in Chicago.
